Basically, even with an internet connection, and access to the steam workshop, mods will not download even if they are subscribed to. As I suspected: what you download from the workshop isn't always the latest version. Confirmed with the Bigger Capacity mod. the game, unsubscribe from everyone on steam and subscribe again, it will simply delete all the  Tonight after the Arma update, steam re-downloaded every mod that I was subscribed to.
